DB from Access 2003 woud not open in Access 2007 for layoutchanges

I have a Access DB developed in Access 2003. If I try to open the DB in VB
from Access 2007, to make changes to it, I get the error "Project locked"
"Project can not be opened". Forms can not be opened to change the layout.

In Access 2003 it opens without any problems and there is no password on it.

Any help ?
