DB opens 'read-only'

In trying to create a simple multi-user DB (1 table, 1 query, 1 form) for experimenting, I find that my laptop can only open an .mdb on my other PC in a Read Only manner--irrespective of whether/not I have it open on the .mdb-installed PC. I have set every folder, file, and Access2003 DB and query permission open, Access is set to shared, record-level locking. Any ideas?

If you're reading from a CD-ROM, it might be read-only.
If the file is copied from a CD to a hard disk, it might retain
the read-only attributes and it might be read-only.
If the read-only attributes are set, it might be read-only.

You can right click on the file to see if the Read-Only flag
is checked off. If it is, just take the check mark out.

If the file is located on a Read-Only drive or disk, copy it
to a location where it can be opened for read/write.

I think those are the two most common things.

If the file is Version 2 to 97, and you are using XP or 2K then
you'll get a message indicating that the file will be opened for
Read-Only access unless you convert it and you will in effect be
given an option to convert.

How exactly are you trying to access the file? ODBC? Directly
through some VBApp or VB code? Directly using Access, the table
being embedded within Access?

I just created a .mdb file containing 1 table, 1 query, 1 form. I placed it in 'open' directory on home pc and set every attribute 'open'. I can only open the .mdb file from my laptop in 'read-only.

(I built this little test case because I'm having the same issue with Data Access Pages and wanted to sleuth a simpler case.

I have 2000 OS and Office 2003. I invoke execution by simply navigating the file system to the file and executing
