DBEngine / Workspace to open an access database ( filename.mdb )

I am trying to access an access created database using VBA from within an
application. I am able to run the VBA upto the point where I try to Open the
database using any of DBEngine.OpenDatabase - Workpace .... . I believe that
MDAC should provide me with all the components that I need. I have access to
the References (and assigned them ) from within the VBA editor - The VBA
halts - with
Run Time Error 429 - ActiveX component can't create object
