In searching for another file, I discovered both an inbox
and a deleted items .dbx file which contained over a
thousand encrypted pages. I realize that they are
connected to Outlook Express, but they are eating up much
memory. Is it OK to delete them both, or just the
"deleted" one, or none at all?

You should probably ask this in an Outlook Express news group as it is a
part of Windows/Internet Explorer, not Office.

Edit>Empty Deleted Items will get the Deleted Items one down to a more
manageable size (I think after you have re-booted.)
