DDE problem with XP Pro - security?

We pull data using DDE from a line-of-business application into an Access form. This has worked on our XP Pro PCs running Access 2002. We recently bought a new PC with XP Pro and Office 2003, including Access. Trying to do this same operation on the new PC in Access, we get this error:
Cannot obtain data from Omnis 7 for Instar, (fieldname)
If we paste the link into Word 2003 we get the same error. The problem seems to be Office or XP Pro related.

Thinking the problem may have to do with Access & Word being 2003 versions on the new PC when the older PCs have Office 2002, we uninstalled Office 2003 and installed Office 2002 on the new PC. That didn't help.

In Access, we compared the settings under Tools, Options, Advanced (which has several settings for DDE operations) on a new and older PC. The settings are identical.

We do notice that the OLE/DDE option under the Access 2002 Edit menu (when an Access form is the window of focus) is grayed out on the new PC but not on the old.

Perhaps there is a security setting that's preventing this?
