Deactivating Reactivating Users

PS 2007
We have users who were given access to Project Server for a particular
project. Their project has now ended (these are resources external to the
corporate resources) They may be used on projects in the future or they may
not.

I can remove their access to Project Server on our Extranet so they cannot
get to the application anymore but what is the best way to handle their user
accounts within Project Server - should the User account be deactivated and
reactivated later if needed or should I just leave the User account as Active
if I think the user may use the system again in the future?

That is really up to you. The only thing I can think of to consider is
whether you want to be able to easily identify within the system and the
projects that these resources are no longer accessing the system. If so,
then you should de-activate them.

Be aware that if the resource you de-activate has remaining work on the
schedules, the PM will get notified each time they open up their schedule
that inactive resources have remaining work. However, if you have not asked
your PMs to turn off "Load Summary Resource Assignments" on project pro
launch then they will get falsely notified of this because there is a bug in
PS 2007 where "Load Summary Resource Assignments" displays the Work value in
the Remaining Work field and therefore make the system think an inactive
resource has remaining work even if they don't.
