How do I set ON (2007), so that the default page is a blank white page and
not a lined page?

Bob,
Tools-->Options, Display - Uncheck the first box (Create all new pages with
rule lines). Once you have done that, you will need to turn off the view of
the rule lines for the pages you have already. One way to do that is to go
to Format--> Rule Lines and select None. Another way to turn off rule lines
for an existing page is to go to File--> Page setup and turn off the rule
lines there.
