Debugging

This is going to sound really dumb, but I am at wits end with this..

I get a pop up frequently that says a runtime error has occurred, do I wish to debug. I cannot just close it out, nor do I know exactly what the debug is or does. I tell it yes and it opens a new window that appears to me to be doing nothing. can anyone tell me what it is doing, is is debugging something, or is i waiting for me to do something with it? It does it every time I try to do anything. I would like to debug if I need to but again, dont know how or what it does

any info would be appreciated. Thanx
