Decimal format feature in Excel-entering e.g. 531 enters as 5.31

Have the option in the format cell list of a automatic decimal placement so
that when you enter e.g.-531 the result is 5.31.

Your suggestion is unnecessary, because such a feature already
exists in Excel.

I do not want to go through the hassle of going through "Tools"-"Options"
etc. If a 2 place decimal could be in the drop down box of formats like the
"$"; and the "," options as this is then the default format. I would prefer
to be able to select "only" the columns or rows that I want to apply that
format to from the "format cells" drop down box.
