Decimal separator format

Hi, I can't seem to change the decimal (.) to (,). I've tried changing my
region in the international system preferences pane, but nothing has worked.
It works OK even in the dashboard calculator, but not in excel.

Anyone has a clue??

XL takes its separator from the international system preferences on
startup. After changing it there, close and reopen XL.

I'm having the same problem with date formats and currency symbol - XL
doesn't seem to recognose South Africa's settings for these. Solutiuon
suggested on first reply (close/re-open) doens't work...
