decline a meeting request and get an missing organizer message

We have one user keep getting this message when she declined any meeting
request only to different people sent to her.
"You cannot respond to a meeting without an organizer. You must add an
organizer field to the item."

We see the organizer's name in the organizer field. any suggestion and
solutions?
We run Exchange 2007 64bit server and the outlook client is office 2k3 sp3 .
