Declined Appts Don't Show Response Text

When invitees decline an appointment invitation I can't see the text they
enter explaining why they're declining. The message shows up as an appt
which has been declined. But on a few occasions when I've happened to look
at the message while on the POP server I can see the text they entered, but
when the message gets to Outlook the text isn't there.

Any ideas? This is becoming a serious issue for me.

I'm using Outlook 2003. The people declining are in an Exchange
environment. Not sure of the version of Exchange or their Outlook clients.

In Outlook 2003 the default appears to be to NOT allow a
decliner to respond. I have been looking for a way to
change this, but cannot.

1. Is it possible that people who ave found a way to
respond are having their responses blocked because some
programmer for the Outlook 2003 version decided responses
are not necessary?

2. Do you know where there is a setting to change the
options available to allow a decliner to respond? Both
accept and tentative get prompted for sending message with
response, but not decliners (at least on my system).
