decoding incoming message

I am e-mailing to outlook 2003 a file that contains French accents from a
Unix server who is configured as US ascii (therefore the message header shows
US ascii). Without changing the configuration of our Unix server, is there a
way in Outlook 2003 to set a permanent default decoding for all incoming
messages (i.e. always use Western European ISO regardless of the content of
the message)? We can do this for outgoing messages yet we could not find any
thing in 2003 for incoming messages except for changing the decoding on a
message basis which is not what we are looking for. We want it permanent for
all incoming messages.

The strange thing is that this option to permanently set the decoding on
incoming messages is available in outlook express and I assume also in
Outlook 2002 (although I could not locate it in 2002) but we could read the
incoming accents when in Outlook 2002.

Currently our problem is only with 2003. Any help in this matter would be
greatly appreciated. Thanks.
