Default Archive Settings for new folders

I would like to know if anyone knows a way to make it so when you create a
new folder in Outlook that your default archive settings are applied.
Currently when you create a new folder it doesn't set any archive settings at
all. You have to do so manually and I can't get anybody to remember to do
so.
We are running 2003.

No way that I know of.
