Default document locations & laptops

I have a user who keeps all his date on his home/network
drive.
The compny doesn't have My Documents synchronised between
the profile on the machine & server.

When the chap user takes his laptop off line, no matter
where I try to point his documents, it always defaults to
the Network drive.

Could be policy specific, but not sure.....

Any ideas
