Default fields in issue and risk lists

Hello group.

I have WSS2.0 and Project Server 2003 and whenever I create and
publish a new project the default project site is created. That´s
fine.

But the company have institutionalized some processes and procedures
and several fields in the issue and risk lists are customized and I
have always to edit them manually.

Is there a way to define these fields and whenever the site is created
the lists are ok?
