I think Visio has not built-in option to chane default font.
But Visio has an option to define font in document base.
It would be found in menu format, define style,,,.
You have olly to apply the defined style to the document
with menu format, style, and save the document.
If you can make a program that run when Visio start,
I would like to suggest you to try whether the program can chage
the font at the begining, though I have never tried it.
The key of the program is GestureFormatSheet like a

....ActiveDocument.GestureFormatSheet.Cells("Char.Font").FormulaU = _
"any font number"
....ActiveDocument.GestureFormatSheet.Cells("Char.AsianFont").FormulaU = _
"any font number".

GestureFormatSheet is a special invisible shape ready for defining
