Default language of Preview Pane

I'm using Turkish versions of Win XP Home and Office 2003. My preview pane in
Outlook 2003 doesn't show the fonts correctly in the preview pane. I see lots
of boxes and figures instead of text. That happens only when the text is in
Turkish (or some other language except English). When i double click the
e-mail and open it in an different outlook page, i have the opportunuty to
change the character set to 'Windows Turkish' and everything is fine then.

Can i change the default language (character set) of the preview pane to
'Windows Turkish'? I couldn't find it in Tools/Options.
