Default Mail Hander Problem

Hi

No matter how many times I try I cannot change my default mail handler
from Outlook Express to Outlook. I am useing Outlook 2000. Each time
Outllook is opened
it askes if I want to have Outllook as my default mail handler. I say yes.
But it does not change.
Each time I change the setting in IE/Tools/Internet Options/Programs/Email,
the result is the same.

Can anyone tell me what I am doing wrong.
