Is there a way to set a default margin in access 2007 for reports?

To set the default for new reports designed in the future:
Office Button | Access Options | Advanced | Printing

You can create a report set up the way you want, and define it as your
report template:
Office Button | Access Options | Object Designers | Forms/Reports
