Is there a way to set up OneNote 2007 so that regardless what notebook I'm
in, if I add a new page it will always use narrow ruled lines?

You can go to Tools->Options->Editing and check the "create new pages
with rule lines" checkbox. You can then create a new page and set the
style of rule lines that you want (Format->Rule Lines) and all pages
that you create from then on will be created with that style of rule lines.

Go to Tools->Options->Display->create all new pages with rule lines
Now go to
Format->Rule Lines->Narrow Ruled

Create a new page... boom! you have all new pages with Narrow ruled lines.
