Default Paste "In Front Of Text" (instead of "In Line With Text")

Whenever I insert or paste a picture, Autoshape, Text Box, etc., the Layout
defaults to "In Line With Text". Is there some way to change the default to
"In Front Of Text"?

In Word 2003 and 2003, you can click on Tools | Options | Edit |
Insert/paste pictures as: In front of text | OK.
