I suspect that the issue here is that most photo editors are designed to deal with JPEGs, GIFs, etc. As I understand it (or as I believe has been stated here), as soon as you insert a picture in one of these file formats into Word, it is converted into another file format. That's not to say the MOPM or some other photo editor couldn't still deal with WMFs or EMFs or PNGs or whatever, but at present it is not integrated into Word.
