Sorry, you can't do that. Word is lying: a picture can never actually be
anchored to a "page" because there is no such structure in the file to
anchor to.
Word creates pages in its imagination on output to the screen or printer:
they don't exist in the file, and thus there's nothing to anchor to.
When you set the anchor to the "page" all you are doing is causing Word to
compute the position of the picture with respect to the edge of the paper,
rather than with respect to the printable margins of the page.
However, the anchor will remain fixed to the closest paragraph mark, as it
must do.
What *I* would do in your circumstances is change the layout of the picture
to be "Inline with text" so that it is not 'anchored' to anything at all,
it's actually in the Header paragraph. Then use the properties of the Page
Margin, Header Margin, and Header Paragraph to position the logo where you
want it.
That way, it will stay where you put it, and should be relatively immune to
changing machines, printers, display drivers etc.

I am having a small problem getting pictures (especially in the header) to
anchor to the "page". The default anchor picture setting is set to the
"margin". Does anybody know how to change the default picture settings (to
set to anchor to the "page") so I don't have to manually change the anchor
setting when I open the document with a letterhead (w/logo)?
