Defective pdf published?

I did publish a OneNote page as a pdf. Viewing it using Adobe Reader 8+ the
scroll bar did not work or even look right.

I ran the pdf through pdfAnnotator (a 3rd party program) and resaved. Now it
works fine.

Has anyone else seen this kind of defect?

I'm exporting to PDF rather often.
Never came across the problem so far.
