Defer delivery rule does not work.

I've created a rule to defer delivery for 1 minute after I send messages but
Outlook is sending all messages immediately.

When you create a message and before you click Send, click View>Options and
set your delayed delivery time there.

Are you using Exchange as your mailbox or not? Is Outlook running when the
time for delivery occurs?

Yes and it's always running.
