defgault settings on bullets and tabs

Using Word 2000 and XP Pro, I can't get my bullet or tab
settings to remain constant - they seem to default to
weird settings no matter how often I reset them through
Tools or Options or Format

Is there any way to set default settings for bullets and
tabs so that all future documents will have them
