Define relationships in front end or back end?

Do I define the relationships between my tables in the back-end or front-end
database?

Always the back end.....

Since you are supposed to distribute a front end to EACH user, then front
ends could have different relationship enforced, and which one would be the
boss?

So, the back end is the boss. And, you might not even have created the front
end yet!! So, deleting a front end does all of a sudden change the
relatonships you defined in the tables....
