Define Resource Allocation by Project

Can you set an enterprise resources allocation at the project level rather
than by task in Project 2003.

I want to allocate Resource A for project 1 @ 50% and Resource A for Project
2 @ 50% to consume 100% of the resources availability.

No, you cannot assign resource allocation to each project individually.
What you CAN do, however, is to change the Max. Units value for the resource
in the Resource Sheet view of each project and then assign resources to
tasks in that project. If you assign a resource without specifying a Units
value, the system will automatically assign the resource using its Max.
Units value from the Resource Sheet. Do know that you can only change the
Max. Units value in each project TEMPORARILY. The next time you open the
project, the Max. Units value for each resource will revert back to the
value specified in the Enterprise Resource Pool. Hope this helps.
