defualt project owner

hi all..
am having a problem when trying to publish a new project i have tow users B
and admin ,, the case is when user B publish a project i have assumed that
the project owner will be B but the fact is the project owner is admin i dont
know why thats is happening ,,, please any one help me in this ..

The user who creates the project initially will be the owner and this will
not change unless you change the project owner via PWA

Depending on whether you are 2003 or 2007 version, this is still very
similar. Navigate to the projects list in PWA, highlight the project and
hit the edit details button. You must have "Manager Users" global
permission in order to edit the project owner in 2003, not sure about 2007
but probably the same.
