delay before synchronization starts when exiting

Outlook is configured to synchronize offline folders when exiting the program, but there is a 2 - 3 minute delay before synchronization starts. During this 2 -3 minute delay, there seems to be little or no data being transferred. After 2 - 3 minutes, the synchronization window appears and Outlook synchronizes like normal

This happens when connected remotely via RAS dial-up or high speed internet connection using a Cisco VPN client to get to the corporate LAN

This delay started after recently installing the Cisco VPN client on remote users laptops. The users are running WinXP with OfficeXP

What is the system trying to do during the 2 - 3 minute time before synchronization starts?
