Delay in sending mail

Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel
Email Client: pop

My emails sit in the outbox for as long as a couple of hours. Mail seems to be coming in. I try to force a send but there is no response. This is a new problem and I have not made any changes to my account. The run schedule is 1 minute. Browsing does not appear to be affected. Any suggestions?
