Delay in Users being added to various Roles on sharepoint subwebs

When the project is saved for the first time, affected users are added to
various roles (Browser/Project Manager/Administrator etc) on the project
subweb. We are using Project Server 2002 SP1. There are 300 windows users in
Project server.

It is taking 8-10 minutes to add the affected users (a subset of 300, approx
35 of them) to a subweb. Can anyone of you please let me know why is it
taking so long to add the affected users to subweb on Save or the factors
that are involved in adition of these users to subweb or provisioning of the
subweb.
