Delay Sending a Message

I often need to write an e-mail in advance, but also need to delay sending it
for a day or two. Outlook is supposed to allow a user to do this, according
to their documentation (copied from Outlook 2003 Help):

Delay or schedule sending a message

If you use Microsoft Exchange Server, you can delay delivery of an
individual message. Everyone can use rules (rule: One or more automatic
actions taken on e-mail messages and meeting requests that meet certain
conditions, along with any exceptions to those conditions. Rules are also
referred to as filters.) to delay delivery of all messages by having them
held in the Outbox for a specified time after clicking Send.

Delay delivery of a message

In the message, click Options.
Under Delivery options, select the Do not deliver before check box, and then
click the delivery date and time you want.

I am using Microsoft Exchange Server and I followed the instructions above.
However, the e-mail is sent immediately. Is this a bug or is there something
else I need to do?
