Delayed email not working now

When Exchange was on our local server I was able to schedule mail to be sent
in the future. Then a couple of our Exchange servers were consolidated and
our users are using Outlook in cached mode. However, now it seems that we
can't schedule emails to be sent at a time that the computer is not running.
We are on Exchange 2003 now, the old server on Exchange 2000 and 2003 but I
hadn't tried to schedule future delivery after it was upgraded to Exchange
2003.
Why wasn't the scheduled email held at the Exchange server and delivered
when scheduled? It was sitting in the Outbox, and when Outlook was closed a
message said anything in the Outbox would not be delivered unless Outlook
remained open.
Is there a setting that needs to be change to allow regular scheduled email
reminders from a user whose machine is off?
