Deleay in notification of new mail

Hello,
Also having the same issues company wide, mostly with
Outlook 2000. Users do not receive mail unless they
highlight Inbox, or switch folders. Could this be an
Exchange issue, we are using Exchange 5.5. I have tried
many things in Outlook, but since it is sporadic I really
cannot test completely. Any clues would be appreciated.
