delegate doesn't receive notification of delclined meeting

Using exchange 2000, sp3, latest rollup patch and outlook 2002, sp3 on xp sp1.

User(delegate) clicks Accept on invitation that is sent to delegate's
manager. Calendar marked invitation accepted on behalf of delegate.
Manager reviews invitation and Declines meeting. Calendar is updated,
sender receives Declined update, but delegate does not receives notification
of manager declining meeting.
How can delegate automatically receive manager's update to meetting?
