Delegate issue with calendar

we have Outlook / Exchange 2003 (but this problem occurs with 2007 as
well).

My boss has me set up as a delegate, so that meeting requests and
responses are sent only to me.

When I receive the requests on his behalf, they don't show up as
"tentative" on his calendar until I actually open the item.

When I receive requests sent to me, they appear on my calendar
regardless of whether the item was opened. This is the functionality
I'd like with the delegate setup (otherwise, if I don't check my
messages, the meetings don't appear as tentative on my boss' calendar)

Is this the way it's supposed to function, or does somebody know a
workaround?
