Delegate on Outlook 2007 unable to view items marked Private

I have a user who is on Outlook 2003, with one delegate. Even though he has
the option checked for 'delegate can see my private items' his delegate is
not able to see them. The delegate is on Outlook 2007. What can I do to allow
the delegate to see the private items? Upgrading to Outlook 2007 is not an
option at this time.
