Delegate tab missing - which add-in to use?

Outlook 2003 is missing the delegate tab. Help pages say I need either an
add-in manager or a com add-in, but not which one. The existing ones I see
in the add-in manager are: SAVCORP90, Redemption Helper Outlook Extension
(listed twice), Exchange Extension Property Pages, and Fax Server Extension.
In the com add-in, I see iTunes Outlook Addin.

I barely know what add-ins do let alone download or install. I only wanted
to establish delegate permissions and am having a devil of trouble.
