delegate unable to accept/decline meeting request

I'm one of the mac techs in a large company but I've got about 3 or 4
users who all have the same issue.

Entourage 11.2.1 connecting via the exchange connector
Exchange Server 2003 (24 or so servers)

Basically the problem is that if a delegate receives a meeting request
for their boss in Entourage, the accept/decline buttons don't work.
You can accept the meeting using Outlook on a PC or the old Outlook
2001 for the mac. It also doesn't work even if both the delegate and
main account are on the same exchange server. I can recreate this
using my own account and another techs so I know it's not an account
problem or local machine issue.

I only have a few people who use macs who have to accept meetings for
others so it's not a wide spread problem but it does affect everyone
who does need to do this.

So my real question is, is this an Entourage bug, Exchange server bug
or a combination of both? Also can this be fixed with the new 11.2.3
Entourage update or some other update?

I've put this question to my Exchange administrators but they tend to
loath macs and haven't been able to get any real answers as of yet.
