Delegates not working properly

Hello,

All our office Desktops are running Win XP (SP2) and they're all outfitted
with MS Office 2003 (SP2), accessing mail on an Exchange 2003 server.

I created a Functional mailbox and granted a couple of users "Owner"
permisions to it. They, in turn, created a seperate profile for the
Functional mailbox and are able to login to it just fine.

When they try to add delegates to the that Functional mailbox, they both get
an error message stating:

"The Delegates settings were not saved correctly. Unable to activate
send-on-behalf-of list. You do not have sufficient permission to perform this
operation on this object."

I granted myself the same "Owner" permission to the Functional mailbox and
created a profile for it. I tried adding delegates and was able to add and
remove just fine.

Does anyone have any ideas as to why the other two users get that error
message?
