Delegating Tasks

How can a resource delegate one of his tasks to another resource within the
same RBS in PWA. For example: John works for IT.Engineering.SA. He has a task
that needs to be delegated to Steve who also works for IT.Engineering.SA.
When John attempts to delegate the task, he gets the message: "There are no
resources available to delegate tasks." I'm assuming that is because a
resource can't see other resources within the same RBS, except himself. Are
there settings that can be made to allow John to delegate his task to Steve?

Peer level team members cannot delegate tasks. Only tasks assigned to a
higher level can delegate. The PM will have to reassign the work.
