No, you are right. The microsoft hamsters are staging a work slowdown (no,
seriously, there have been a number of issues with SWEN causing the news
groups to be blasted with bogus messages. They are trying to remove all of
this by limiting attachment sizes - but the other feeds that slurp the
microsoft news groups are adding them back as fast as they can get rid of
them.)
Microsoft OneNote can do this if you use a digitizer (Wacom, for example)
with a desktop or laptop computer for input. If you are using a Tablet PC,
OneNote is a must.
