In outlook, despite going to tools-options-other and marking for deleted
items folder to be emptied upon exiting, the folder is not emptied upon
exiting.

Does it work if you right-click on the Deleted Items folder and select
to empty it?

When you think that you exited Outlook, did it really exit? Go into
Task Manager and check under its Processes tab to see if outlook.exe
is still around after you tried to exit Outlook. If so, wait a minute
and then kill the process. Sometimes Outlook doesn't fully unload
although you tried to exit it. Also, make sure you are actually
exiting Outlook rather than simply minimizing it to a tray icon in the
system notification area. Then reload Outlook, exit, reload Outlook,
and check if the Deleted Items folder got emptied.
