Deleted section won't stay deleted

I recently upgraded from OneNote 03 to 07, and am in the middle of
reorganizing my notebooks. I'm having a really interesting problem that would
be funny if it wasn't so maddening!

I want to delete an old section that is now empty, and each time I click
Delete, the section disappears for about 10 seconds, but then snaps back like
it's on a rubber band!

I've tried closing OneNote and deleting the folder via Windows Explorer --
the folder disappears like it's supposed to, but then the section shows up
again like a bad penny next time I open OneNote.

Anyone got any ideas of why this is happening or how I can make it stop?

It might have something to do with the local cache(?). Do a search in this
forum about deleting and/or refreshing the local cache.

Delete the section, and close (only to tray should be enough) ON right
afterwards.
Restart ON after a couple of seconds.
