Deleting blank voting and meeting responses after processing

Good day,

Using Outlook 2003. You know the built-in rule "Delete blank voting and
meeting responses after processing". Can it be that it does not always work
well and that sometimes, only sometimes, the blank responses are still
delivered to the Inbox?

Does the fact that a delegate may have sent an invitation on your behalf
also affect this?
