It's not blank. It almost certainly contains empty paragraphs. Press Ctrl+*
or click the Show/Hide ¶ button on the Standard toolbar to display
nonprinting characters and you will probably see at least one paragraph mark
(¶). Delete all empty paragraphs.
If your last text page ends with a table that completely fills the page,
then you'll have to get sneaky. Word requires a text paragraph (even if
empty) after a table at the end of a document. That's because the last
paragraph in the document holds the document/section-level formatting.
Sometimes you can force this paragraph onto the previous page by formatting
it as 1 pt with no Space Before or After. If even that doesn't work, then
select the paragraph mark and format it as Hidden (Ctrl+Shift+H). Then hide
nonprinting characters again, and the page will disappear.
