Deleting Rows in Protected Worksheet

Is there any way we can protect formulas in a worksheet,
but still allow the users to delete rows? We have a form
that everyone in the company uses, and they need to be
able to delete sections of it and change the page breaks,
but we don't want them to be able to mess up the formulas.
Any help would be greatly appreciated.

This option you have when you are using Excel 2002 when you protect the sheet.
For older version there is only a way to delete rows on a protected sheet with code
