In Word 2003, I was having trouble deleting my custom toolbars. I
looked on this newsgroup and saw some discussion of this (in
particular, one from a post-er named Raja), but none that resolved it.
In the the interim, I figured out one solution. But I could not
respond to Raja's post because Google evidently prevents replies when a
thread is over 60 days old.
Anyway, the simple solution (outside of whatever problems Adobe may be
causing) is to delete toolbars using the Organizer. I usually get to
this dialog via Format menu > Style > Organizer button > Toolbars tab.
If you delete a toolbar via Tools > Customize > Toolbars tab > Delete
button, the deletion will not stick because Normal.dot will not be
saved (and you will not be prompted to save Normal.dot if you are set
up for such a prompt). If you do it via the Organizer, Normal.dot will
be saved (either directly or via a prompt if you are set up for
prompts).
Hope this helps anyone who might still be annoyed at this problem.
